Starting from 1st of January 2017 the clearance process will change in the United Kingdom. Now there is an on-line application available for Customs clearing. Starting from 1st of March 2017 on-line application will be the only format, which will be accepted by HMRC for Customs clearing items into the UK. Today UK Customs accept the paper copies of the C3, C104a and C1421, however starting from 28th of February these will no longer be valid and any shipment arriving after 28/02/2017 will require the importer to complete the on-line application.

There are a lot more questions which are asked on the on-line form and the importer will be required to submit more paperwork to back up the information that they will put into the form. Please find attached a sample copy of the form. However please be aware that when the importer goes through the form they will ask a lot of questions which will open up a further another series of questions.

There are lots of questions aimed at finding out if the importer is bringing goods from/to a secondary residence, please be aware – there is no tax free allowances for secondary residences so there would be Duties and Tax charged on these shipments.
From the information received so far, the documentation you will be required to submit are:

  • Proof of residency outside if the EU for over 12 months – rental agreement or purchase agreement of a property overseas
  • Passport
  • Visa (if non-UK passport holder)
  • Proof of registration in the UK, this should show you are living in the UK, other documents will be acceptable as well ( still in process to find out which exactly)
  • Signed inventory list in English – please note that as before this has to be a descriptive inventory and cannot say things such as miscellaneous or packed by owner.

Today the form should be completed on-line, printed and then posted to the address listed at the end of the form. Information has been advised that eventually importers will be able to attach documents to the on-line application and the form will be automatically submitted to UK Customs.

This on-line form has taken over from the C3 and C104a for vehicles. There is a separate on-line form for inherited items.
